Access to information is one of the elements of democratic governments, and reaching this state is a legal matter.
In the last few years, the government of Afghanistan has undertaken many efforts in order to implement all elements and values of democracy. One of these elements is access to information according to the 50 th article of the Afghan constitution.
The Civil Society and Human Rights Network (CSHRN), an active civil society network, is the first network to fully acknowledge the importance of access to information besides its other valuable programs. CSHRN tries to find a logical and practical way for the implementation of this issue. For this purpose, CSHRN conducted different kinds of programs, discussion and dialogues with different levels of society.
CSHRN has national programs all over Afghanistan. CSHRN conducted an analytical symposium in Mazar-e-Sharif on access to information. During this program, the participants discussed about the lack of access to information, the unavailability of reliable information and the development of a draft law on access to information. CSHRN will also soon carry out different programs on the law on access to information in different regions of Afghanistan.
Nowadays, CSHRN conducts some radio programs for raising awareness, familiarity, knowledge and providing answers to all kind of questions on concepts of the essence of access to information through a local radio in Mazar-e-Sharif.
The first radio program was broadcasted on 8 of April 2010, produced in close cooperation of CSHRN and a local radio called “Radio Rabia Balkhi”. In this program, the different issues related to the value of access to information were discussed one by one.
It is worth to mention that the 30 minutes radio program will be recorded and broadcasted monthly.
The main goal of the radio program is to make the different aspects of access to information known and in addition to try to find answers to the following questions: What is access to information? What kind of right it is? Who is responsible for presenting the information? How can one have access to information? Why do we need access to information? What is the responsibility of the government in this matter? What is the responsibility of citizens? What is the difference between access to information and freedom of expression? What kind of information should be available? What is the role of media regarding this issue? Is there any state institution responsible for presenting the information? Can freedom of expression be useful without access to information?
Equally, the situation of access to information, challenges for civil society organizations and media in Balkh will be discussed in the next programs with experts. By this, CSHRN can conduct efficient and useful awareness raising programs for Balkh residents and find a comprehensive way of improving the knowledge about this issue. The radio programme reaches suburb provinces of Balkh . By this, people will on the one hand know and be familiar with this right and on the other hand they will work for the implementation of this right.
